The Poster Child for the Churn #nlpoli

On Tuesday, Premier Kathy Dunderdale appointed Julia Mullaley to the top job in the provincial public service - Clerk of the Executive Council  - to replace Robert Thompson, who is retiring.

The news release announcing Mullaley’s appointment rattles off the jobs that she has held, but you really have to do a little sleuthing to see just how often she has moved around in her 20 years of public service.

Mullaley is the poster child for the incredible churn in the senior public service these days.

Here’s Mullaley’s public service career in reverse chronological order.

• Aug 23, 2012:  Deputy Minister, Municipal Affairs (307 days)
• Mar 28, 2011:  Deputy Clerk of the Executive Council (514 days)
• Apr 13, 2009:  Assistant Deputy Minister, Business (714 days)
• Nov 16, 2007:  Assistant Deputy Minister, Natural Resources (514 days)
• Aug 02, 2005:  Executive Director,  Cabinet Secretariat (836 days)

Mullaley has held nine positions over 20 years.   At the deputy minister and assistant deputy minister level, Mullaley has averaged  512 days in each job:  that’s slightly less than a year and a half per position.

From 2007 to 2013 (seven years), she has held seven different positions.  Even without the most recent promotion, Mullaley has moved to a new job each year in 2011, 2012, and 2013.  She spent less than 12 months as deputy of municipal affairs before being shifted this past June to Advanced Education and Skills.
