Emails, government business, and ATIPPA #nlpoli

During the Ed Martin fiasco,  an email turned up from Ken Marshall - then chair of the Nalcor board - to Premier Dwight Ball and natural resources minister Siobhan Coady about the board's decision to send Martin out the door in a way that maxed out his severance and other entitlements.

Marshall used his gmail account to send the message to Ball's government account and Coady's gmail.

Some folks raised a question about the appearance that Coady was using her gmail account for official business.  Coady denied she was doing it but now the Telegram's James McLeod has an access to information response that includes 70 pages of material sent from Coady's government email account to her gmail account.

A mess in the government access and privacy world #nlpoli

Two recent stories about the province's access to government information and privacy laws.

Both of them are essentially nonsense.

Short version for the new administration:  cock-ups in comms and access to government information helped destroy the Conservatives.  Since you've already got big communications problems, adding screw-ups in ATIPPA to the mix is just no good at all.

Letto to speak on access legislation #nlpoli

Commissioner Doug Letto will be speaking to the Newfoundland and Labrador Chapter of the Canadian Public Relations Society at the Fluvarium, March 27, 2015 at 12:30 PM.

Doug will be speaking about the new ATTIPA legislation and its impact on public relations practice.

No Privacy Protection in Marshall’s Office #nlpoli

Someone sent a request to the Premier’s Office for access to all “Email [sic], memos, letters, notes between Elizabeth Matthews and the premier’s office [sic] between June 1, 2013 and June 1, 2014”.

The Premier’s Office sent the person a couple of e-mails.  They deleted some information under section 30 (personal information) and section 7(2) of the Access to Information and Protection of Personal Privacy Act. That second section basically allows government to sever information that is exempted from disclosure.

Read the completed access request and you will see the only thing they deleted was Matthews’ e-mail address.

Problem:  the entire disclosure violates section 30 of the ATIPPA. 

Tories involved in violation of privacy act #nlpoli

The temperature in the House of Assembly is not even cooled down and Tory legislator Paul Lane (Mount Pearl South) is likely to find himself in the middle of a controversy involving the disclosure of personal information that is supposed to be protected under the Access to Information and Protection of Personal Privacy Act.
