Ridiculous is all the rage #nlpoli #cdnpoli

Fresh from her triumphant speech about co-operation and consultation as the way to develop the north, the potential for developing uranium in Labrador and  - of course – the glories to come from Muskrat Falls, Premier Kathy Dunderdale is off to Atlanta as part of an Atlantic provinces’ trade mission.

Regular readers will recall then-business minister Paul Oram’s insightful interview on Newfoundland and Labrador history during one of his trips to Georgia.

Yes, friends, this is not the first time people from this province have gone off to the southern United States to see if we could increase trade with the Americans.  It has been a popular destination.  Danny Williams took one of his last over-seas trips to Mississippi as part of one of the trade junkets.

As you can see from that post on Williams’ trip, the Americans are looking for people to come to their states, invest money and start creating jobs for their people. There could be no better time to talk to them about investing in our province and creating jobs here.

Obviously.

And if you wanted to find some place to sell stuff we make then surely there can be no better time to do that than when our largest trading partner  - the United States – is struggling to come out of a recession. 

Again, a bit obvious, but apparently not quite so obvious to some people.

In a province where even the finance minister said the economy was fragile,  the provincial government can’t quite seem to get the concept that looking for new markets might be a good idea.

Other people certainly get the point.  Prime Minister Stephen Harper has been talking about expanding trade with Asia and Europe.  In British Columbia, they’ve got a new natural gas strategy  - h/t to David Campbell in New Brunswick – that talks about developing natural gas as an export to places like Asia.

Meanwhile, in Newfoundland and Labrador, there’s no serious interest in finding new markets for stuff. A couple of years ago, the current provincial government refused to take part in trade talks with the Europeans.  The locals were more interested in the seal hunt than in creating jobs. Just last year, one local politician said it would be like doing a “back-room deal with a group of serial rapists”.

You can see the level they are working at.

As for natural gas, developing it for any practical use at all is about as popular an idea in government circles as a one cheek sneak sliding across the pews on Sunday morning.

Any talk of it as a means of generating electricity gets them raising the completely absurd idea of buying liquefied gas from somewhere else and importing. 

Too expensive, the government’s favourite economist clucked, to be a viable alternative to the favourite economist’s preferred project. He didn’t really even need to hold a match to his straw-man to watch it burst into flames.

And the local natural gas? 

Well, it’s just not possible.

Because, well, it just isn’t.

Never mind that you wouldn’t have to liquefy the stuff to bring it ashore.

Never mind that there is enough of it out there to power a 500 megawatt plant all day long, every day, all year long for a century.

Never mind that they could get it from one field today where it is getting costly to re-inject the gas they get during oil production. 

Never mind that the provincial government need take only as much gas as they needed to run a gas-to-electricity plant. 

Never mind they could put a price on it and take the gas as a partial credit for offshore royalties.

Never mind there’s likely tons of it onshore Newfoundland.  The same people pushing the very expensive electricity scheme actually found gas in 2011 in not one but two wells drilled at Parsons Pond. Nalcor shut down drilling on a proposed third well because they found gas, not the oil the company hoped for.  And, as CBC reported:

Vice-president Jim Keating said there is no need for a third well as it would likely produce the same result.

Same result being gas.

Gas?

What could they possibly do with gas?

Sheesh!  <insert eye rolling>

The government crowd want to go with their Labrador project and that is really the end of it as far as they are concern.

It is a green project, you see.

Just don’t bother to notice that their “green” scheme includes building – wait for it – more oil-fired generation than the current plant they want to replace with the hydro one.

Not gas.

Oil.

Yes, their argument is ridiculous, but then again, it’s no more ridiculous than giving up a market worth billions for new products in order to posture about a product almost no one wants any more.

Or heading off to the sort-of recessionary United States for the umpteenth year in a row to talk trade with people we already trade enough with.

Ridiculous, you see, is all the rage.

Trade talks with Europeans = “doing a back-room deal with a group of serial rapists”

What your humble e-scribbler said:

this guy could be an accident waiting to happen.

Wait no longer.

After musing about breaking his major campaign promise to the people of his riding, noob Bloc NDP member of parliament Ryan Cleary decided to inject himself into another discussion on a subject he knows nothing about, namely international trade talks between Canada and the European Union.

The comments turn up on his blog, something he may well be forced by jack Layton to shut down very soon [hotlinks in the original]: 

Why should Newfoundland and Labrador be concerned about the Harper government’s secret free-trade negotiations with the European Union?

Because they could screw us to the wall.

The same Europeans nations that fished out/raped the Grand Banks are negotiating a deal with the Government of Canada.

And no one reports to Parliament on the status of negotiations.

In other words, Canada is doing a back-room deal with a group of serial rapists.

How scary is that?

How scary indeed.

Well, it is pretty scary when a member of parliament cannot even report accurately and factually on things that are already well established.  This is a guy, after all, who is expected to render thoughtful judgment on all sorts of issues ranging from the taxes you pay to the criminal law in Canada.

So if he doesn’t know basic stuff, then it is a pretty good bet his lack of information has a good chance of coming back to bite you and me on the ass.

The talks aren’t secret. The national media have been reporting it for years.  So too did the local media in Newfoundland and Labrador all during the time the former investigative reporter was plying his trade. They even carried a story on it this past March, noting that the provincial government in Newfoundland and Labrador had joined the talks.

Evidently, they weren’t so secret after all.

Then there’s the issue of blaming Europeans for destroying fish stocks on the Grand Banks.  That’s a line pushed by Cleary’s buddy Gus Etchegary.  The only problem:  it is a load of codswallop.  The Europeans, Japanese and – you guessed it – Canadian companies including one Cleary’s buddy used to help manage all had a hand in driving cod to the brink of extinction.

As for reporting to parliament, the federal cabinet shows up in parliament every day the House of Commons sits.  When Cleary is in his desk in the House, they are all the people to the left, right and immediately behind that fellow the Speaker keeps calling “the Right Honourable the Prime Minister.” 

Each day, people around Cleary get to ask questions of those ministers.  If they wanted, they could even ask about these talks because – as ministers of the Crown – they are directing the talks.  If Cleary wanted, he could ask about them so they could report on the talks.  They might not give him intimate details – negotiations are usually confidential – but they will confirm the talks are going on.  In other words, they aren’t secret.

And if Cleary and his buddies have a problem, then they can raise their concerns in the House and in the media and maybe provoke some discussion about it.

So in six sentences, Cleary gets off to a rotten start and that’s before we consider the issues that are at stake for Newfoundland and Labrador if the talks fail.

Instead he has opted to shoot his mouth off based solely on an opinion derived entirely from – you guessed it – obvious ignorance.

In the greater scheme of things, the House of Commons has seen its fair share of these self-important blowhards over the decades.  Usually, they tend to frequent provincial politics in these parts but every now and then one of the little darlings gets into a position where they can display their profound ignorance on a national scale.

Cleary will likely delight the punters.  The tinfoil hat brigade will cheer him on as he rants about things he – and they – evidently know nothing about.  So much for looking after the best interests of his constituents and the people of Newfoundland and Labrador.

The Bloc NDP may have a few days of embarrassment. But since Cleary has already confirmed your humble e-scribbler’s first prediction, we can go a step farther. 

It is only a matter of time before the new Chief Spokesperson of the League of Professional Victims launches into a tirade on another of his favourite targets:  the nefarious, perfidious and generally odious crowd from Quebec and their efforts to take control of Labrador and destroy Newfoundland.

Perhaps Cleary will tell his fellow Bloc NDP MPs what he told macleans.ca:

“I don’t think I have a big mouth. I just have something to say and I’m going to say it.”

Oh to be a fly on the caucus room wall after he flings that crap at every fan in sight.

A trading nation: 2011 update

Newfoundland and Labrador exports more to the United States than any other foreign location.  This is a point made in a 2005 post but more recent numbers tell just exactly how important a role the United States plays.

US exports

In 2008, total exports peaked at more than $10 billion.  Two years later, exports to the United States have only recovered to slightly more than it was in 2005;  that’s about $6.4 billion.

In 2010, the next largest export destination was Germany at $734 million, then China at $704 million.  It’s a big slide to the fourth largest export destination – the Netherlands – and $120 million in exports in 2010.  When you look at those figures, consider how foolhardy it was to ignore free trade negotiations with the European Union.

On the flip side, the largest import source for Newfoundland and Labrador remains Iraq at $1.8 billion.  Next is Russia at $595 million followed by the United States at $324 million.  The fourth largest import source is Venezuela.

If you are trying to figure out those import sources, think about the largest export destination.  Think of oil and you are in the right neighbourhood.  Iraq is the chief source of heavy sour crude for Come by Chance and on the flip side, all that refined product is destined for the Untied States.

Fragile Economy: now three steps back …and loving it

Not only did the provincial government explicitly refuse to participate in talks that would diversify the provincial economic trade base, its members are proud of it:

PREMIER WILLIAMS: Mr. Speaker, what this government is very, very proud of is we are the only jurisdiction of thirteen jurisdictions in all of Canada who has not gone along with the European Free Trade Agreement which Canada is trying to enter into. We are the only ones who have stood our ground and said we are not prepared to agree unless there are certain conditions. The seal industry, of course, is obviously one; the shrimp tariff is another one. …

But if that wasn’t bad enough, the Premier justified the position by claiming that it had worked in one important respect:

We have been very successful in having the shrimp tariff reduced and, in fact, removed over time. It has made a huge difference to the shrimp industry. [Emphasis added]

The first problem is that “we” – the Premier and his ministers – didn’t have very much to do with lowering the shrimp tariff in the first place.

And the second problem is that “we” did not accomplish this by boycotting important trade talks.

Sure the Premier and his fisheries minister took a much publicised junket to Europe, but there isn’t much sign they did much else except try to take credit for lowering the shrimp tariff back in 2007 before the trade talks were on. Someone else did the work.

By the way, if you take a look at that last link you’ll see this line:

Fishery Products International said about half of its shrimp is exported to the United Kingdom alone.

That would be the same Fishery Products International that had a European trade division “we” helped sell off in the break-up of FPI.

But anyway, not only are “we” no longer one step back, “we” are now not even a mere two steps back.

Provincial trade policy is effectively three steps backward:  headed in the wrong direction, proud of it and then justifying the gross strategic mistake by claiming credit for things the backward-assed policy didn’t do in the first place.

If the first step toward any solution is admitting there’s a problem, “we” are a long way from solving very much when it comes to provincial trade policy.

Province’s political puff posture goes “Poof!”

Sure, the Premier claimed the provincial government wasn’t participating in the trade talks with the European Union, but Geoff Meeker discovered that over the past 18 months the provincial government has been working with the talks team.

Provincial government officials have been attending regular meetings and they have a seat at the table alongside the other provinces.

Meeker rightly wonders what all the bluster was about earlier this year. Turns out that there may be even more of a dysfunction or disconnect within the provincial government than first appeared.

We might also wonder therefore why the Premier suddenly headed off to Europe last week claiming he was working on the trade talks.

But did he bring any seal products with him?

INTRD minister Shawn Skinner is in Europe this week on a junket promoting the Atlantic Canada gateway to Europeans.

The event is in Antwerp, one of the largest ports in Europe.

So in light of the government’s preference for the poll goosing potential of bashing seals over the larger trade interests of the province, one must ask:

  1. Why is Skinner on this trip organized by the Government of Canada?
  2. Does the Premier know?, and,
  3. Did Shawn bring any seal products with him to promote on the trip?

Trade deals and petards

The premier’s excuses for not participating in talks on a European trade deal just get more bizarre as time goes by.

First there was the whole idea that Stephen Harper can’t be trusted to look after Newfoundland and Labrador’s interests so the best solution – according to Danny Williams’ logic – is to let Stephen Harper look after Newfoundland and Labrador’s interests.

Then there was the whole idea of a side deal which, of course is impossible constitutionally, not to mention practically.  As a European Union spokesperson put it:

"The Government of Canada is the only government with the authority to conclude international treaties under the Canadian constitution, so our interlocutor and negotiating partner will be the government of Canada,"…

The spokesperson indicated she’d apparently met with Our man in a Blue Line Cab to talk about seals.

But apparently, nothing else.

Then there was the whole go-it-alone thing, which consisted of nothing more grand than sending Tom Hedderson off to talk to a few ambassadors in a hastily arranged series of meetings on seals.

Now there’s this little gem, from Question period in the House of Assembly on Monday:

So there are other bigger issues. There is also the whole issue of the Atlantic Accord and what is going to happen when European countries do business in Newfoundland and Labrador.

What issue is he talking about? 

Or more accurately, which Atlantic Accord?

The 2005 one – the only one he usually talks about – doesn’t have anything to do with Europeans or trade.

The 1985 one – the real one – establishes a local preference policy for Newfoundland and Labrador companies doing business offshore.  The only way to get rid of that would be for the federal and provincial governments to agree to eliminate it.  That’s because the deal can’t be amended unilaterally.

Well, it isn’t supposed to be amended unilaterally.

Under section 60 of the 1985 Accord, neither party could amend the enabling legislation unilaterally. Until 2007, no one thought they might.  Then Stephen Harper amended the offset provisions in a rather sneaky way.

But the really odd thing is that the provincial government did not raise a single objection  - beyond some generalised gum-flapping about Equalization - to the amendment of the 1985 deal. 

Not a one.

No letters of protest.

Nada.

To the contrary, when they opted for O’Brien 50 this past winter – and pocketed  Equalization cash in the process – they accepted the federal Conservative’s 2007 amendment as part of the deal.  In fact, as the premier has indicated recently, the provincial government decided at least as long ago as early 2008 to flip to O’Brien/50 in early 2009 in hopes of pocketing Equalization cash. Heck, they might have even signalled that privately at the time to the federal government.

So maybe the real reason the Premier is in a snit is because he’s worried that through all of this he’ll just be hoist by his own clever Equalization petard.  Rather than see the local preference rules of the 1985 deal preserved to the benefit of local companies, we’ll see them disappear.

That would go a long way to explaining the sudden about face the provincial government did on this deal back in February.  Maybe the feds made it clear that the local preference provisions of the 1985 deal were up for consideration and one of the things the feds could throw back in the Premier’s face was his own acceptance of the unilateral changes to the 1985 Atlantic Accord.  You can almost imagine the conversation:  “Danny, it doesn’t matter if you show up or not.  We can change the thing by ourselves if we have to – you just told us we could when you accepted the changes from 2007.”

Still, though, it doesn’t explain why he would sit on the sidelines rather than become personally involved.  After all, as he told the legislature: :[w]e are going to do what we have to do here to protect the interests of Newfoundlanders and Labradorians, and I could not care less what the rest of them do, I have to be quite honest with you.”

Well, to be quite honest with you, if the provincial government was really hell-bent on protecting Newfoundland and Labrador interests, the place to do that is at the table, inside the Canadian negotiating team.

Seal-bashing just doesn’t seem like a reason enough to turn down the invitation to sit on the team.  And like we’ve said before, if custodial management and shrimp tariffs are so important – and they are – the place to deal with those is at the negotiating table.

And look, if you really want to get a sense of how much is at stake for the province just look at what the Premier said himself in the legislature:

There are also a lot of very big, multinational, European companies that want to do business in Newfoundland and Labrador, because of our minerals, because of our oil and gas, because of our fishery, and we have to take the abuse from these hypocrites basically saying that we act in an inhumane and a barbarian manner, when they chase bulls through the streets in Spain, and matadors pierce bulls in a Roman type atmosphere, and we are out trying to earn a living.

So  - if we try and follow the Premier’s own logic – a vote by the European parliament that affects maybe a few million dollars that comes to the province from seal-bashing is way more important than billions in new economic development throughout Newfoundland and Labrador that would come from participating in the trade deal negotiations.

Okay.

That makes sense.

Not.
