Signing the contract to develop Churchill Falls in 1969 are, left to right, Yvon de Guise and Jean-Claude Lesard of Hydro Quebec and Donald McParland and Eric Lambert of Brinco, the private sector company that held rights to develop natural resources in Newfoundland and Labrador.
