The Muskrat Falls Loan Guarantee Memorandum of Agreement

From the NRCAN website:

In its June 3, 2011 Speech from the Throne the federal Government expressed its commitment to support the lower Churchill River hydroelectricity projects, as an important action to support our broader objective to develop Canada’s extraordinary resource wealth in a way that protects the environment.

The Government of Canada confirms the projects collectively have national and regional significance, economic and financial merit, and will significantly reduce greenhouse gas emissions.

The Government of Canada will provide or purchase a loan guarantee for the lower Churchill River hydroelectricity projects. The loan guarantee will be payable upon the default of the borrower should such a default occur. The projects include the following:

  • Muskrat Falls hydroelectric generation facility
  • Labrador Transmission Assets
  • Labrador-Island Link
  • Maritime Link

If the Government of Canada chooses to purchase rather than provide the loan guarantee it undertakes that the economic value to the projects will be equivalent.

The term of the guarantee will extend to both the construction and post-construction periods.

The guarantee for the projects will apply to the aggregate construction debt and the initial long term debt arranged with lenders at financial close for each project, based on commercially reasonable capital structures arranged by Nalcor and Emera.

There will be no fees payable by Nalcor, Emera or the Governments of Newfoundland and Labrador and Nova Scotia for the loan guarantee.

The Government of Canada will enter into a term sheet with Nalcor Energy and Emera structured in a form to reflect the contents of this Memorandum of Agreement as well as further definition required to support engagement with capital markets.

The federal government is retaining financial advisors to complete due diligence analysis. The purpose of due diligence is to assist the Government of Canada in the implementation of this Memorandum of Agreement.

In the context of this Memorandum of Agreement the Government of Canada, Nalcor and Emera are seeking to assess and minimize risks associated with the projects.

A committee will be established that includes  representatives from Nalcor, Emera, the Government of Canada, the Government of Newfoundland and Labrador and the Government of Nova Scotia to facilitate information sharing and complete the matters outlined herein.

The Parties agree that time shall be of the essence in this agreement and will be bound by this agreement including the following timelines, unless otherwise extended by mutual agreement: on or before August 31, 2011 – announcement of the terms of this agreement; on or before November 30, 2011 or 8 weeks following access by the Government of Canada to the projects’ data room and detailed analyses and representations by credit rating agencies – agreement on term sheet for engagement with capital markets; and on or before financial close – completion of formal agreements for provision of the loan guarantee.

This Memorandum of Agreement takes effect on August _____, 2011 In WITNESS WHEREOF, the Parties have executed this Memorandum of Agreement

Slide a sheet of paper: the spend ‘em if ya got ‘em edition

Earlier this week, finance minister Tom Marshall announced a second increase in the estimate for offshore oil production for 2011 and with it an increase in provincial government revenues.

Marshall claims the money will go to paying down the public debt.

It won’t.

Every time Tom Marshall says he’s paid down the debt, his nose grows. Marshall has a case of pinocchiosis that defies medical science.

If his case of pinocchiosis politica swelled something other than his nose every time he bullshitted about paying down the debt,  Tom could do porno as if he was Johnny Wad and Ron Jeremy and Long Dong Silver combined.

The cash will either:

  1. go in the bank and be held in the form of short-term investments that will only appear to lower the debt; or
  2. cover the gigantic deficit Tommy  - or whoever is fin min - will face next year as a result of the Tories persistent unsound, unsustainable financial management.

Speaking of spending, that’s exactly what the local chapter of the New Democratic party wants to do with the windfall cash.

"This money, I think, needs to be seen as revenue that has come early, and we [should] keep it until we look at how we need to spend our money in 2012/2013," Michael told CBC News.

You will not be able to slide a sheet of paper between the political parties in this election.  They will all have the same policy, especially hen it comes to spending.

Offshore board responds to helicopter inquiry report

From the Canada-Newfoundland and Labrador Offshore Petroleum Board [paragraphing altered for readability; original here]:

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) today responded to the final report of the Offshore Helicopter Safety Inquiry  entitled "Report and Recommendations arising from the Transportation Safety Board's Report".

The submission of this report signals the completion of the inquiry. The C-NLOPB wishes to extend its gratitude to Commissioner Robert Wells, Inquiry counsel and staff, parties with standing, families of the victims [of the Cougar 491 crash]  and to all others, most notably, Robert Decker, who contributed to the Inquiry and, in doing so, to improvements in offshore helicopter safety.

The report contains four recommendations.

Recommendation 1 is directed at the C-NLOPB and the remaining three are directed at Transport Canada
or Governments. The Board's response to each  recommendation is as follows:

Recommendation 1 - Alert Service Bulletins

We have accepted this Recommendation and have directed the Operators to develop a plan for compliance in conjunction with work they are already doing in response to Phase I Recommendation 7, dealing with Airworthiness Directives. We will ask the Phase I Implementation Team to provide oversight of the Operators' work.

Recommendation 2 - Helicopter Passenger Suit

We have referred this Recommendation to Transport Canada and the Canadian General Standards Board for consideration as part of their ongoing work to create a  new Helicopter Passenger Transportation Suit standard. There is a broadly-based committee engaged in this work,  including C-NLOPB, CNSOPB, Operators and suit manufacturers.

Recommendation 3 - TSB Recommendations

We have passed this Recommendation along to Transport Canada.

The C-NLOPB has already been engaged in a Focus Group to assist Transport Canada in their plans to respond to Recommendations in the Phase I and Phase II report. 

We have requested that the Operators determine what plans Cougar and Sikorsky have for retro-fitting the Cougar fleet.

Also, we have asked our Aviation Advisor to review with Transport Canada any plans for removal of the "extremely remote" provision. He will also discuss with them any plans to review the adequacy of the 30-minute run-dry requirement.

Recommendation 4 - Separate Regulator

We have forwarded this Recommendation to both Governments for their consideration. Recommendation 29 (b) in the Phase I report recommended that consideration be given to the creation of a separate and autonomous safety division within the C-NLOPB.

The C-NLOPB has acted on this recommendation by separating the safety and operations functions into two separate departments. The Operations Department will be headed by Mr. Howard Pike and the Safety Department will be headed by Mr. Dan Chicoyne.

Mr. Chicoyne was recently hired by the Board and he will take on the responsibility of Chief Safety Officer. He has extensive experience in safety and was the Chief Accident Investigator for the Canadian Forces, as well as the Director of Flight Safety for the Canadian Forces.

Mr. Chicoyne is also a former fixed wing and helicopter pilot in the Canadian Armed Forces and held the rank of Colonel.

While the C-NLOPB asked Commissioner Wells to review the TSB report, it also conducted its own review.

The Board's review did not identify any deficiencies or gaps in the current implementation plan. 

The Board is now satisfied that the implementation strategy developed in response to Phase I, with the change recommended by Commissioner Wells, fully encompasses all elements of the TSB report that needed to be addressed by the C-NLOPB.

Abercrombie offers cash for “Jersey Shore” to stop wearing brand

How valuable is a brand?

Well, apparently their brand is so valuable that Abercrombie & Fitch is willing to pay the cast of “Jersey Shore” sizeable amounts of cash in order to stop them from wearing Abercrombie clothes on air, according to cnn.com.

"We are deeply concerned that Mr. [Mike] Sorrentino's association with our brand could cause significant damage to our image. We understand that the show is for entertainment purposes, but believe this association is contrary to the aspirational nature of our brand, and may be distressing to many of our fans," an Abercrombie & Fitch spokesperson said in a statement. "We have also extended this offer to other members of the cast, and are urgently waiting a response."

Cast members tweeted comments ridiculing the offer, according to msnbc.com:

Paul “DJ Pauly D” Delvecchio had his own comment, calling the brand out on Twitter for reportedly previously selling shirts with the “Jersey Shore” gang’s famous catch phrase – GTL – gym, tan, and laundry.

“Hmmm if They Don’t Want Us To Wear Those Clothes Why Make GTL Shirts #yourPRsux,” he wrote, tweeting to a picture of an Abercrombie & Fitch T-shirt with “GTL” stamped on it above the word “Fitch.”

Feds to announce MOU on loan guarantee

NTV News broke the news reported Wednesday evening that an unspecified number of federal cabinet ministers will be in St. John’s on Friday to announce that the federal and provincial governments have signed a memorandum of understanding for a federal loan guarantee for the Muskrat Falls hydro-electric mega debt project.

On the one hand, Rio Tinto ”Plans to double Labrador mine output”  according to the headline on a CBC news report.

On the other hand,

ONE of Australia's leading experts on global risk warned yesterday that a China slowdown would cause "quite an emptying of the large resource investment pipeline in Australia".

"Needless to say, the most marginal projects would be the first casualties," he added.

Roger Donnelly, chief economist at the Export Finance and Insurance Corporation, the government-owned export credit agency, told The Australian that "in the worst case, where there is a real market meltdown that leads to a North Atlantic double-dip, I don't think China would be spared".  [The Australian, August 10]

Then again, what the CBC story says in the second paragraph is that the company is “starting work on a tentative plan”.

Starting work.

Tentative plan.

Tentative.

As in maybe, kinda, sorta.

Read a little farther and you will see that the company is thinking about possibly-theoretically-with-a-bit-of-luck, doubling production at the mine in “the back end of 2015.”

Just in time for the provincial general election that will take place that same year, too no doubt.

Cool how that works out.

There are few things about provincial Conservative Steve Kent’s website that stand out.

First, as of August 16, the blog hasn’t been updated since the 2007 general election.

Second, it really is all about Steve.  High speed flash animation of photos of Steve – all by himself – in various poses and settings.

Third, Steve missed the memo on whose party he belongs to.

Forget Dunderdale2011.

A cause for grave concern #nlpoli

The Office of the Auditor General is an independent and reliable source of the objective, fact-based information that the House of Assembly needs to fulfill one of its most important roles: holding the provincial government accountable for its stewardship of public funds.

That’s a paraphrase of the description of the auditor general’s job found on the federal auditor general’s website.

Let’s add a bit of a twist to that description, though. The Auditor General’s office is not just an officer for the legislature alone; the AG office is one of the officers the public must trust to ensure that government spends your tax dollars and mine properly.

Aside from anything else, the people of Newfoundland and Labrador must have confidence that the person who serves as Auditor General is not a partisan for any political party and is functioning free of any favour or threat from the government itself.

John Noseworthy likely shattered that confidence for a good few people in the province on Tuesday when he became the second Auditor General in a row to leave office and enter politics.

In this case, Noseworthy announced his new political career a mere 16 days after leaving the job that he wants to run as a candidate for the ruling provincial Conservatives in the fall general election.

But that’s not the whole story.

Noseworthy had a year or more left  in his term when he announced last June that he was quitting to pursue “other professional opportunities.”  Asked about political ambitions at the time, Noseworthy merely told reporters he was ruling nothing out.

News reports on Tuesday mentioned his role in uncovering the House of Assembly spending scandal.  In interviews, Noseworthy was quick to call his own reports on government spending “scathing” and noted that he was critical of government.

That’s as maybe. The timing alone creates the impression of an unseemly haste to leave his job early in order to enter politics.   His comments appear self-serving and - in light of some of his actions over the past seven or eight years - dubious.

Noseworthy has been a bit of a media darling since 2006 and the spending scandal.  What that means is that local reporters have not questioned him even when there was good reason to doubt his comments, claims and conclusions.

For starters, Noseworthy has never accounted for millions of dollars of overspending that took place during the scandal period from 1996 to 2006.  Instead, he looked at other issues.

Nor has he explained why his own reports actually ignored the overspending. You’ll only find reference to the actual degree of overspending here at SRBP and in Chief Justice Derek Green’s report on the spending scandal.

In the parts he did report on, your humble e-scribbler raised questions about his public comments at the time and how he was conducting his reviews.  Chief Justice Green even recommended significant changes to sections of the law governing the Auditor General as a result of the inappropriate - and in some instances unfounded – accusations Noseworthy levelled at members of the legislature.

Then there’s the question of how both he and his old boss, now Tory Senator Elizabeth Marshall never made any comment on the level of overspending in the House of assembly accounts until 2006.  They may not have had access to the House books for a part of the scandal period but they did have access to the Comptroller General’s records for the whole time and he wrote all the cheques used to shell out the cash. And they never raised the issue once, except for the one time when Marshall’s attempt to investigate a single cabinet minister – Liberal as it turns out – got shut down.

Noseworthy’s also been known to polish his own knob and that of his future political associates.  In a 2009 report, Noseworthy actually made up a fictitious report recommendation and credited the government with following it.

A 2007 report claimed that the same agency produced a deficit and a surplus at the same time.

Nothing was quite as bizarre, though, as Noseworthy’s sudden decision to try and audit the offshore regulatory board.  At the time, Noseworthy’s office did not include the board in a list of government agencies the Ag felt he had the authority to audit. 

Noseworthy made quite the stink about getting inside the board offices, issuing a special report.

But once he got in, the whole thing vanished.

No subsequent reports.

No updates.

No letters.

Nothing.

Not until your humble e-scribbler brought up the question of the vanished Earth-shattering issue and reporters trotted off to Noseworthy’s office to see what gives.

Access problems, Noseworthy harrumphed.

But no word on his silence on the whole matter for the better part of two and a half years.

There was just a little cock-up in a story on the whole thing by one local radio station.

Funny thing in that little episode as it turns out. Natural resources minister Shawn Skinner wound up reminding everyone of the sweeping changes to provincial laws that wound up effectively shielding so much of Nalcor’s operations from public oversight.

Noseworthy didn’t say boo about any of that as it sailed through the legislature and it didn’t make any reference to it in any of his comments since June when he announced his retirement.

Maybe Noseworthy will be like his predecessor Beth Marshall who, after entering politics, didn’t find any problems with giving politicians access to bags of cash they could hand out to constituents, often without receipts.

Ah yes, old-fashioned patronage politics and the importance of having a member on the government side to dole out the goodies.

And, by gosh, didn’t John Noseworthy mention just that - having someone on the government side  - as he launched his career in politics.

Incompetence?

Normal practices?

Bias?

Whatever the cause, John Noseworthy’s announcement on Tuesday is the finest example yet of why our province desperately needs a fundamental, democratic revolution.

Sun TV/Fox News wannabe? VOCM hits new low #nlpoli

Did they just get it wrong or is this the new standard of partisan journalism at the government-friendly VOCM? 

First of all, let us recall that Westcott is leaving the job as communications director in the Opposition Office of his own accord.  Westcott sent out an e-mail to local media saying that :

My commitment was to help Yvonne and her team through to the election. Now that the leadership situation has changed, Yvonne has kindly relieved me from that obligation effective the end of this month, which facilitates an earlier return to my papers for which I am extremely grateful.

Relieved from the obligation.

So VOCM wrote the headline:

Westcott Relieved of Duty by Liberal Party

Not true.

Relieved of duty means he got fired.  There’s no evidence for it.  VOCM got that spectacularly wrong.

It gets worse.

Craig Westcott did not work for the Liberal Party.  He worked for the House of Assembly.

The punters can tweet about him being fired all they want.  They don’t get paid to give accurate information.

VOCM does.

And if that wasn’t enough, VOCM’s version has all the hallmarks of a piece of Fox News horseshit.  According to the Voice of the Cabinet Minister, Westcott:

says he is not stepping down. Craig Westcott asserts that he did not quit, but that former party leader Yvonne Jones told him that his services would no longer be required as of August 31st.

Wow.

Then they bring up the private e-mails the provincial government released illegally last year.

This story – a complete falsehood from start to finish – is still online as of 8:00 PM Tuesday night.

Feds want Gulf of St. Lawrence enviro review

Federal environment minister Peter Kent wants an extensive environmental review before Corridor Resources can get a permit to explore on the Old Harry prospect in the Gulf of St. Lawrence, CBC is reporting.

The Canada-Newfoundland and Labrador Offshore Petroleum Board received 50 submissions as part of a review into an application by Corridor for an exploration permit.

In June, CNLOPB asked Kent to appoint a mediator or review panel  on the project:

“In the aftermath of the blowout in the Gulf of Mexico, Canadians are particularly sensitive to the risks associated with offshore oil exploration drilling. This proposed well is in an area where there has been little public experience with offshore drilling, and it has attracted an especially high level of concern. These concerns have been expressed clearly to the C-NLOPB and we are of the opinion that a level of environmental assessment beyond a screening report is warranted,” said Max Ruelokke, C-NLOPB Chair and CEO.

The offshore regulatory board’s enabling legislation gives it the power to request a review if “it believes the project may cause significant adverse environmental effects, or if public concerns warrant this level of review.” That’s from the offshore board’s June news release.

Old Harry is a potentially lucrative oil and natural gas field in the Gulf of St. Lawrence.  It lies in an area that is subject to a dispute over jurisdiction between Ottawa and each of the four provinces bordering the Gulf.

Corridor Resources wants to explore in a portion of the field that is within the CNLOPB area of responsibility.

Last summer, the federal government started talks with the Quebec government on a revenue sharing deal  - modelled on the 1985 deals with Nova Scotia and Newfoundland and Labrador – that would cover any sub-sea resources within a potential Quebec offshore area.

Three parties, two leaders, one policy, no sense

Remember that thing about hardly being able to slide a sheet of paper between the three political parties in the current general election?

Well, newly minted Liberal boss Kevin Aylward wants to put your tax dollars into running a coast guard co-ordination centre in place of the federal one Ottawa is moving to Halifax.  He told CBC’s Fisheries Broadcast that one was going in the policy book on Monday.

And Kevin wants to keep shelling out the cash until the feds change their minds.

Which of course will be never, given that Kevin has agreed to force you and me to foot the bill for it out of our provincial tax dollars instead of making the guys in Ottawa do it.

Regular readers of these e-scribbles will recognise this idea.

Kathy Dunderdale announced it first.

Some may recall what your humble e-scribbler wrote back in June: thinking with her ass.

Well, the idea isn’t any smarter when it comes from Kevin Aylward’s ass instead of Kathy Dunderdale’s butt.

And before the New Democrats start thinking they are any brighter, let’s all remember that the whole fight started in the first place with the NDP sole shareholder – public sector unions – directing their political arm to take up the cudgels on this one.

Yvonne Jones got snookered into joining the NDP partisan protest over it, then got lambasted any time she tried anything with accusations she was trying to make the event partisan.

So here we are with three parties, two leaders of which have  endorsed the same policy and that policy makes no sense at all.

What has changed?

Westcott packs it in

Craig Westcott confirmed Monday he’ll be leaving the opposition office and returning to run his newspapers. 

Here’s the statement he released:

Yvonne and I have agreed that my position will conclude on August 31. I will return to my two newspapers The Business Post and the Irish Loop Post. It has been a great privilege to have worked with Yvonne Jones and the staff in the Office of the Official Opposition, which plays a key role in the proper functioning of our democratic form of government. I made some great friends there and wish every one in the office tremendous success. It was a very positive experience and I am grateful for the hard work and support and the many personal kindnesses that Yvonne, Kelvin, Roland, Marshall and the very talented people in the office provided me. It was great being a part of that team. As publicly stated when I accepted the position last year, my intention was always to return to the newspaper business and journalism. My commitment was to help Yvonne and her team through to the election. Now that the leadership situation has changed, Yvonne has kindly relieved me from that obligation effective the end of this month, which facilitates an earlier return to my papers for which I am extremely grateful. I am looking forward to returning to journalism much the better for the experience of the past year.

With that position vacant so close to the election, the office will need to staff it soon. 

Speculation is likely to mount on who will get the job now that Westcott is leaving. Aylward has a number of former staffers who he might want close by him.  Then again he might go with someone new.

There’s no doubt though that Craig Westcott sharpened the Opposition’s political game in a way only the truly miserable or completely ignorant would fail to acknowledge

Offshore board releases second part of offshore helicopter safety inquiry

From the Canada-Newfoundland and Labrador Offshore Petroleum Board:

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) received the Phase II Report of the Offshore Helicopter Safety Inquiry today and is releasing it to the public immediately.

"The Board would like to thank Commissioner Wells along with commission counsel and staff for their continued hard work during Phase II and in completing this Report. The C-NLOPB will review the report and recommendations proposed by the Commissioner and will respond once the review has been completed,” said Max Ruelokke, Chair and CEO of the C-NLOPB.

The C-NLOPB will take up to 10 days to review the report and recommendations. The Board will not be commenting on the report until it has completed its review.

Bloc NDP MP backs Tory Premier Dunderdale #nlpoli

Noob Bloc NDP member of parliament Ryan Cleary wants voters in Newfoundland and Labrador to return Conservative Premier Kathy Dunderdale to power in this fall’s general election.

VOCM reports that Cleary does not have any faith in Dunderdale’s leadership but thinks that she should continue to lead the province, albeit with a minority government.

He wants the Liberals and provincial New Democrats to mount a campaign to deliver a Tory minority government.

The traffic that shook the world

Plenty of people shit bricks this week, from the leaders of two of the province’s political parties to the people who thought they had a lock on leading the third one.

The week started with word that Liberal leader Yvonne Jones had to leave the job due to illness.

That likely clenched a few bums.

As the race heated up to replace her, those same bums likely tried tried to swallow themselves as word tweeted that no less a star than former chief of defence staff was considering a run at the job.

As the week ended, the Liberals had seven declared candidates to replace Jones with an election only 60 days away.

Both the province’s Tories and New Democrats figured everything was nice and predictable.

Boy were they wrong.

In a mere five day span in the middle of August, the political world in Newfoundland and Labrador has seen more upheaval than it has in the previous decade.

Not only will the Liberals have a new leader before the next week begins, but the public firestorm of speculation over Rick Hillier shook the assumptions of all those people who believed that the incumbent Tories had a lock on their votes.

People switch.

And for all those people who think 60 days isn’t enough time for people to shift their political minds for lesser mortals than Rick, consider how quickly once cozy beliefs have vanished in the past year.

All those people who believed Danny would not disappear until after 2011 got the rudest shock of their lives when he skedaddled in the space of a week in late November/early December 2010.

Poof.

The Tories falling in the polls?

Unthinkable until now, but fall they have.

Tories in danger of losing seats?

What else could possibly explain the orgy of public spending in the undeclared election campaign.

So that started your humble e-scribbler thinking.

If Rick Hillier really runs for Liberal leader…

  • All the other candidates will drop out instantly.
  • The number of people considering a run will suddenly hit zero. 
  • You will have to set up barbed wire and post guards to control the flood of Tories crossing the floor to the Liberals.
  • Plans for a Danny Williams statue will surge ahead as competition ends to see who will get the coveted position  kissing his ass.
  • Kathy Dunderdale will crap diamonds…
  • and then join the stampede.
  • Tony Ducey will cry.
  • Marjorie will call Randy Simms to talk about how proud she is of Rick and always knew he’d come home, but that he is is still no Danny Williams.
  • Gerry Byrne will call Open Line to suggest the election be held the day after Hillier is installed as leader.
  • Gus Etchegary will be waiting on the line to complain that Hillier knows nothing about the fishery.
  • Still not getting the joke, Ryan Cleary will post to Facebook asking Hillier if he’d help Jack off a horse.
  • NDP twittermaniacs will retweet about the latest NDP nomination call…
  • and run like a scalded cat from any reminders that they and outgoing NDP leader Lorraine Michael support Dunderdale’s plan to double electricity rates for people on low and fixed incomes (and everyone else while they’re at it) while delivering discount power to Nova Scotians.
  • CRA’s August poll results will show support for the Liberals remains at record lows.
  • Bill Rowe will start off NightLine with reminiscences of all the times he met Hillier at receptions in Ottawa while Bill was Danny Williams’ ambassador to Ottawa and had to wait for someone in Danny Williams office to ship up his used snow tires, find him a cell phone to use and buy a laptop at Best Buy. Then Rowe will plug his own insider account of stuff he was outside the room for.
  • The local commentariat on twitter and in the online comments section of any website will remind everyone that the Liberal party is in disarray, has a huge debt, can’t find volunteers or candidates so the election result isn’t likely to change from earlier predictions of a sweep by the incumbent party, as if those things never happened before in local politics.*
  • One year into Hillier’s term, the local commentariat will be talking about disarray and dysfunction in the Tory party, its debt problems, lack of volunteers and inability to find a leader as if those things never happened in local politics before.  
  • You will not be able to find anyone – not a single living human being – who will admit to having ever voted Tory in their lives.

Yvonne Jones: Profile in Courage

What does not kill you makes you stronger.

That must be the case.

Yvonne Jones is emerging from her battle with cancer with unrivalled moral strength even if her physical strength has been sapped to the point she must quit as leader of the provincial Liberal Party.

She worked through her cancer treatment, including returning to the House of Assembly before she was finished treatment. 

She went back to the floor of the legislature this past spring knowing the stream of abuse and invective – some of it savagely personal - the governing Conservatives heaped on her in the House continually for years would not let up.

The Tories, including the incompetent and biased Speaker did not fail to meet the lowest of low expectations.

To those familiar with the goings on in the House, few could fail to be impressed by Yvonne Jones. No matter what issues you disagreed with her on, there is not a single person in the province who could doubt Jones’ sincerity and the personal integrity she has in abundance.

Courage is not word people use often when speaking about politicians. But politicians are among the most courageous people there are in our province.

They often act against the weight of public opinion, against the approval of their colleagues from all parties, despite personal attacks, that wound them and their loved ones and despite often suffering from the simple human failing of wanting to do the right thing but of sometimes being uncertain in what direction that good really does lie.

The truly courageous ones, like Yvonne, don’t need to tell you how courageous they are. 

They don’t need to.

They simply are.

From the podium Tuesday, Yvonne Jones did not tell people about courage.

She showed them.

Jones showed the pain of her decision at her news conference.  But as she looked around the room, Jones very likely saw a group of people more optimistic for the future than they have been in years. 

Jones can take credit for a lot of that renewed strength of that rediscovered confidence. 

Real leaders lead best by example.

Liberal Leadership: the process

The text of a news release issued by the Executive Board of Liberal Party on Tuesday night:

ST. JOHN’S, NL – Following the resignation of Yvonne Jones, Leader of the Liberal Party of Newfoundland & Labrador, Party President Judy Morrow expresses on behalf of the Executive Board her gratitude and admiration to Ms. Jones for her contribution and commitment to the Party during her time as Leader.

“Yvonne was a tremendous asset to the Party in her role as Leader and I look forward to her ongoing dedication,” said Morrow. “She has and will continue to work very hard for the people of the Party, the Province, and the District of Cartwright - L’Anse Au Clair.”

Following tonight’s meeting of the Executive Board, Morrow is pleased to announce that a selection process for a new Leader has been established.

The selection process is as follows:

- Nominations for leadership candidates shall open Wednesday, August 10, 2011 at Noon, closing Friday, August 12, 2011 at Noon.

- Interested candidates shall submit a letter expressing their interest. Letters shall be submitted c/o Judy Morrow, President to the below address:

Not quite the same situation

Curious to see Here and Now running a clip of Don Jamieson returning to lead the Liberal party in 1979 after Bill Rowe resigned.

It’s not quite the same situation as the one Liberals and others in the political world are facing today.

Kathy Dunderdale is no Brian Peckford, for starters.

And that is a sentence easily nominated for understatement of the millennium.

But while Yvonne Jones is stepping down as Liberal leader for health reasons, Liberal leader Bill Rowe left politics – thereby opening the job for Jamieson - after figuring prominently in one of the biggest political scandals in the province’s history.

Minister’s bullshite in excellent shape

How many false or misleading claims can one cabinet minister make in one letter to the editor of the province’s major daily newspaper?

Let’s see how Tom Marshall did in a letter to the Telegram headline “Province in excellent shape”.

Misleading:

When this government came into power, Newfoundland and Labrador’s finances were in a very precarious position. Annual deficits were approaching $1 billion and an independent review at the time noted that if significant changes were not made, the provincial debt was projected to reach almost $16 billion within four years

What Marshall doesn’t say is that his current plan would increase the public debt to more than $16 billion base don a combination of continued deficit spending on the annual budget and the Muskrat Falls project.

False:

To turn things around, we developed a plan and stuck to it. In that short span of eight years, the turnaround that has taken place in Newfoundland and Labrador is remarkable.

The plan  - if there was one – had nothing to do with any subsequent provincial government financial windfalls.  The whole thing came from a combination wild oil price increases and royalty deals signed before 2003.

False:

Instead of increasing, our debt has actually decreased by almost $4 billion.

The total public liabilities sit at $12.5 billion according to the most recent Auditor General’s review. The provincial government has current financial assets on hand of $4.0 billion but those are already committed to other things.  While they appear to reduce the public debt for accounting purposes – what Marshall is talking about – the reality is that what the provincial government owes is, at best, only marginally lower than what it was in 2005.

False:

Of course, that means our debt servicing costs have also dropped, which leaves us with more money to invest in the people and communities of the province.

According to the most recent Auditor General’s review, debt expenses increased in 2010 to a level they haven’t hit for three years.

Misleading:

We have not borrowed in the capital markets for operational purposes since 2004 and only borrowed in 2007 to reduce the unfunded liability in the province’s pension plans.

They may not have borrowed money from the markets but they have borrowed from the cash surpluses (that’s the stuff that makes the debt appear smaller than it is).  Borrowing to cover a deficit is borrowing and it has a cost.

Misleading, maybe false:

Once developed, these assets will provide a stable, predictable revenue stream which will cover all debt servicing costs.

There is no evidence to suggest that the provincial treasury will gain $1.0 billion in annual royalty and fee payments from Muskrat Falls or any other Nalcor asset.

Misleading:

Our debt to GDP ratio, one of the primary indicators of the financial health of a province, is among the best in the country and has improved from an unsustainable level of 70 per cent in 1999…

The debt to GDP ratio changed because of the massive increase in oil prices.  If it drops, the debt ratio will drop with it back to levels that are “unsustainable”.

And if Marshall’s Muskrat plan goes through, then the “unsustainable” level gets easier to hit.

Misleading:

It is also worth noting that the credit rating agency Standard & Poors, while upgrading our credit rating from ‘A’ to ‘A+’ in 2010 (the highest it has ever been), noted that Newfoundland and Labrador “has a strong liquidity position, reflecting its past operating surpluses and prudent spending practices.”

‘Strong liquidity” is a reference to the cash and means that if they had to the provincial government could pay off a raft of debt in a hurry.

But since the cash is earmarked, it really isn’t as readily available as that comment makes it seem.

Marshall makes an oblique reference to that with the next comment: “Using current revenues from non-renewable resources for renewable energy projects for the future benefit of Newfoundland and Labrador is the core of this province’s Energy Plan.”

Worshipping at the Trough

Patronage politics of the worst old-fashioned sort is alive and well in Newfoundland and Labrador.

VOCM posted a story online within the past 24 hours (hopefully it won’t be disappeared too soon) that makes it pretty clear:

A cabinet minister is unapologetic for the rash of pre-election spending announcements coming from the government. The MHA for Grand Bank, Darin King, announced some money for health care recently. There has been a steady stream of news releases, most announcing money that had already been allocated in the budget, over the past several months.

On VOCM Open Line with Randy Simms, King said he is dedicated to bringing in as much money as he can to his district.

Where patronage thrives, paternalism can’t be too far away.

Changing the game

Politics, Don Jamieson once said, is no place for fools.

But you don’t have to be a fool to expect that people act with basic human decency.

Definitely not acting with such decency are the number of people over the course of Monday who spent very little time discussing Yvonne Jones and her health problems and a great deal of time picking through her political entrails to find a successor.

From the Tory low-lifes on radio call-in shows with their unfounded hints of backroom skulduggery to the local blogger who started and ended the day listing off as many people as he could as potential replacements, each represents the very worst of what local politics has become in the last seven years.

Sadly the days ahead will likely bring more of the same as partisan operatives from all three parties seek to make the greatest political gain from someone else’s misfortune. Only the most brazen will do it openly. Most of them will whisper or make anonymous comments online.

If you think all three parties don’t have these sorts of bottom feeders, consider that there is at least one scumbag who fed David Cochrane  the name of one potential replacement such that it would get a mention on the main Here and Now broadcast.

The name had to come from someone or several people close enough to the party’s inner workings  - and the named supposed candidate himself - that Cochrane could report it with such confidence.

There is a particular place in hell for people so devoid of scruples or having such poor judgment.

Late on Monday evening, word is Yvonne Jones will hold a news conference and tell the rest of us what is happening.  After that the party’s executive board will meet to figure out where the party goes from here.

No matter what the executive board decides , let us hope that the next leader can change the tone of politics away from the miserable place it has been for the past seven years.

We do not need more of the sort of callousness some have displayed already.

The Liberals were in trouble come October anyways....now they are REALLY in trouble. I suspect the Liberals will be wiped off the political map on Oct 11th. NDP will pick up a few seats and become the official opposition....but in the end it will be life as normal...a solid responsible PC govt...something that we have all gotten to know over the past 8 years....

With all that being said, I wish Ms. Jones a healthy retirement...she's earned it.

It had 16 thumbs up votes by other readers by 12:15 AM. It was posted by someone who called himself or herself “holeinthebucket”.

The truth is out there…Nalcor version

The truth is out there.

You just really have to read Nalcor’s stuff really carefully to find it.

Take, for example, a recent letter in the Telegram by Greg Jones,  Nalcor’s manager of business development:.

In a nutshell, the option of wind energy storage didn’t pass Nalcor’s initial test based on the most basic of screening criteria, specifically commercial availability.

The technology is simply not there to make it commercially viable.

Another consideration is the average service life comparison of generating assets: hydro plants (about 100 years), thermal plants (typically 30 years), wind turbines (average 25 years) and fuel cell stacks (these are a major

part of a wind energy-to-hydrogen-to-electricity storage system and have a life of five to 10 years depending on design).

You can check out Nalcor’s senior management blog for more information but what you’ll get is more of the same:  carefully word rationalisations for conclusions already reached. 

To make matters much worse, the posts don’t link to any concrete information anywhere else – even to other posts on the same blog on the same topic – that would back up the Nalcor claims.

Very bad sign.

Big zero on the credibility meter.

But just for the sake of curiosity, read Jones’ short bit in the Telly carefully, though. 

Very carefully.

More carefully than most people would actually read it. 

Do the same with the posts on the Nalcor blog.

What you’ll quickly realise is that the wind energy option Jones is talking about is one carefully constructed to fail the conditions Nalcor has selected to justify its pet debt project.  It’s called situating the estimate, as opposed to estimating the situation.

Another phrase for it is “playing with words.”

Jones is not talking about wind power generally.  he’s speaking very specifically about wind power in a system where the island remains cut off from the rest of North America.  So when he says wind couldn’t get beyond the basic requirements, he is really talking about a version of wind power that is set up to fail.

Nalcor doesn’t talk about wind power with an interconnection to Nova Scotia that would allow surplus power from wind and hydro to be sold off to the export market when it isn’t needed on the island. That would likely beat Muskrat on every count, by miles, including cost to consumers.

There’s more.  Scroll back to the bit where Jones says that the “technology is simply not there”.  He’s referring to storing up the electricity wind would generate when the grid doesn’t need it.

The technology to deal with surplus is there. it’s the interconnection to Nova Scotia.

Wind should be part of the province’s energy future and Nalcor’s plans for today.  The problem is that Nalcor doesn’t want wind energy since it would interfere with its Muskrat Falls megadebt project.

So they carefully construct scenarios in which they claim their debt monster is the only solution.

Now Nalcor does put a little star beside its assumptions sometimes. Take this July 6 post attributed to vice president Gil Bennett in which he gives the reasons why Nalcor doesn’t want to develop wind energy for Newfoundland and Labrador:

2) The island of Newfoundland is an isolated grid. When we have surplus wind generation, we can't export to our neighbours, like Denmark or other European countries can; we also can't import power to our province when we have a shortage of wind generation.

A couple of paragraphs later he adds the asterisk:

The Labrador-Island Transmission Link and the Maritime Link will resolve these issues in the future by providing connections to the rest of North America.

And there you have it.

Connect the island to the mainland – even via the Maritime link alone – and the Nalcor objection to wind energy evaporates along with the rest of its rationalisations against any alternative to forcing consumers to carry the costs of its multi-billion dollar boondoggle.

Interestingly enough what the Nalcor gang also don’t tell you is that right now, today, their beloved hydro has a storage problem.  Nalcor has more generating capacity on the island than it has demand.

In fact, they’ve got so much surplus that their storage system  - the ponds and reservoirs of central and western Newfoundland – can’t store all of it.  As a result, they issued a news release on August 4 warning travellers that they will likely be dumping water throughout their hydro system on the island.

What a waste.

If only there was some way to ensure that there was some way to prevent that…

Like say a line to Nova Scotia, currently estimated to cost less than $2.0 billion. That’s less than one third of Nalcor’s current estimated cost for Muskrat, the supposed lowest cost means to meet the province’s energy needs.

Then Nova Scotians could displace all that dirty and expensive thermal power and buy some of our hydro and maybe even some newly installed wind power. 

The hydro has all been bought and paid for.   Nalcor wouldn’t have to sell that electricity at a huge discount as they will be doing with Muskrat power, if it gets built.  In fact, Nalcor could sell their surplus power today at current market prices in Nova Scotia and make a tidy profit.

The truth is out there. You just have to read Nalcor material; awfully carefully to find it.

Nalcor Royalties – more information

Nalcor, the provincial government’s energy corporation, paid $142,332 in royalties on North Amethyst in 2010.  The company has paid  $317,399 in 2011 on the same project up to the end of June.

That’s information provided to SRBP by Nalcor Energy in an e-mail.  The royalty figures apply only to the White Rose expansion. There’s more information on Nalcor and royalties in a post from last week.

According to Nalcor vice president Jim Keating, “Nalcor forecasts that total royalties paid to the province will exceed $2.06 billion dollars over the full field life of the Hebron, White Rose Expansion and Hibernia Southern Extension Projects.”

Nalcor is liable for provincial royalties on two of the three projects and may be liable for royalties from Hebron.  According to Keating:

The Hebron contract does provide the Province with the ability to apply a 0% royalty rate to its Crown Corporation should the Province choose to do so.  These provisions were included to ensure the current and any future Governments were not limited in their policy decisions.  While the Province may in the future choose otherwise, it has decided to hold Nalcor Energy in the same shoes as other interest holders and is therefore subject to royalty payments under the same terms as the other owners. 

Nalcor holds a 5% interest in the White Rose expansion, a 4.9% interest in Hebron and a 10% interest in the Hibernia southern extensions.

Keating did not provide any details on how the company arrived at the projected royalty total.  SRBP asked for more information  - total quantity of oil,  oil price assumptions etc - after the e-mail arrived on Friday but did not receive a reply in time for this post.  When the reply arrives, your humble e-scribbler will pass it on.

And the drug store owners’ situation gets worse…

They are already in an untenable political situation.

And now the drug store owners are in an even worse situation as they fall to fighting with pharmacists.

Here’s the way VOCM put it:

They say that independent pharmacies are well represented in their organization with majority control of their working group on government relations. However, the independents say that the Pharmacists' Association represents pharmacists, not businesses or drug stores.

Not all drug store owners are pharmacists, but they certainly need pharmacists to run the drug stores.

Whoever among the drug store owners started this racket with the provincial government out in the open is clearly an idiot.

Memorial University announces new members of board of regents

From Luminus Express:

The election of alumni representatives to Memorial’s Board of Regents was finalized on Aug. 4, with five new representatives and one incumbent taking the six available positions.

Rex Gibbons returns for another term on the board, while James Hickey, Pegi Earle, Luke Pike, Kimberly Keating and George Tucker will begin their first term. The six successful representatives received the most votes of the 34 candidates on the ballot in an election that saw the highest voter response to date with 8622 votes cast.

Bloc Quebecois not separatist party: NL NDP leader

You read that correctly.

Newfoundland and Labrador NDP leader Lorraine Michael is quoted by VOCM making the argument that the Bloc Quebecois is not a separatist party:

On VOCM's Backtalk with Paddy Daly Thursday, Michael also said that, according to former Bloc leader Gilles Duceppe, the Bloc has been about securing a better deal for Québec from the federal government, not about separatism. Michael compared Turmel's past actions to people who have fought politically for this province: it's like saying someone who goes to Ottawa to fight for Newfoundland is a separatist.

Lorraine is out of touch with reality.

Either that or she is so desperate for any political success in her last election as NDP leader in Newfoundland and Labrador that she will say anything, no matter how preposterous it might be.

Bond rater drops American credit rating

From the Globe, in a story that Standard and Poor’s had lowered the United States government’s rating from AAA to AA Plus:

“The downgrade reflects our opinion that the fiscal consolidation plan that Congress and the Administration recently agreed to falls short of what, in our view, would be necessary to stabilize the government’s medium-term debt dynamics,” S&P said in a statement.

The medium of the bread and circuses message

How short is a news cycle?

How long is a piece of string?

Give any story a couple of days and odds are you won’t be reading or watching on Day Three what you were reading about and watching on Day One.

Like Bloc NDP leader Nycole Turmel who – spoiler alert -  was a card-carrying member of the Bloc Quebecois until she decided she wanted to run for what became the Bloc NDP.

Tons of commentary from the scritti politti across Canada. 

Front page of the Globe.

And then nada.

It’s not that the story morphed in those three days.

It’s that the story disappeared.

Wednesday’s front page of the Globe: Turmel.

Thursday’s front page: Hosni Mubarak in a cage and falling house prices. 

First mention of Turmel in the print edition on Thursday? a letter to the editor.

And who the frack reads them anyway? 

The same people who read comments on online stories and that – as it turns out – are the same five political activists writing under one of their dozens of fake identities.

All Turmel and her handlers had to do was come up with a line they could repeat and run with until reporters got tired. 

And so beyond saying she was a federalist and segueing quickly to other similarly bland comments, the Bloc NDP leader didn’t have much of a problem.

Media handlers don’t have to change the channel anymore.

The dog’s tail will wag itself.

Such is the state of politics in the country.

No one gives a frack any more.

Politics has basically been reduced to yet another fragment of the media universe. 

Think of a low rent version of Canadian Idol or Wipeout  - both low rent versions of The Gong Show  - and you are getting close to the impact politics has on the average Canadian.

And while there might have been some difference between federal and provincial politics a couple of years, the disease is everywhere in Canada. 

The local of the Bloc NDP in Newfoundland and Labrador pushes a story that says, basically:  “We have candidates.” 

News media run the story not just as if it was news but with an implicit twist that it was truly Earth-shattering, life-altering news -  Dippers have candidates:  huge changes ahead.

But political parties are supposed to have candidates.

This was not news.

Did anyone look at who the candidates were?

Not a chance, just like no one noticed the candidate list in Quebec in the last federal election. 

The Dippers may be onto something.

In the long run, Danny Williams will be remembered for his guest shots on 22 minutes not for doubling the public debt in Newfoundland and Labrador. 

Kathy Dunderdale – first premier to run the Telly 10.

Not as the woman who carried on Danny’s scheme to sell cheap power to Nova Scotians.

This is the 100th anniversary of Marshall McLuhan’s birth.

Some people are celebrating with a renewed interest in his writings.

His best known phrase is probably ‘the medium is the message”.

Think of it as a kind of Pavlovian conditioning and you will get the meaning:  people learn to take information in a certain way based on the medium itself.

Television  - visual. Short, individual clips. No trail.

Twitter  - No visuals but like TV, short individual clips with no trail.

Get it?

Of course you do.

Opening the doors on government information

There are lots of good ideas floating around that could make Newfoundland and Labrador a stronger and better place to live.

One simple one would be to emulate British Columbia:  throw open piles of government information so that people can use it.  The Government of Newfoundland and Labrador is one of the most secretive, backwards administrations in Canada.

Open the vaults on data that no one – even the government officials themselves – is using.  It’s not that people wouldn't;t use the information or that they shouldn’t have access to it.

The problem is they just can’t get access to it, at all. As the Globe put it:

The idea is a simple one. In the past, governments collected tax dollars from citizens. Government employees inside the boundaries of government created services that were delivered back to the citizens. This exchange of tax dollars for services will continue, but, courtesy of the Internet, there’s an expanded model of government whereby government acts as a platform.

There’s an enormous amount of data inside government, such as data about climate change, the success of entrepreneurs, radon gas, bicycle accidents and so on. With governments starting to make this raw data available to citizens, people will self-organize to use the data to create value. This is not about outsourcing or privatization. This is about a new division of labour in society about how we create public value. The result is better government services and a government that costs less.

Political parties in Newfoundland and Labrador won;t adopt such a policy in the current election platform.  At least two of the parties have vested interests in keeping control of information. The other might just not give a toss.

Here’s another area where it would be nice to be proven wrong but your humble e-scribbler is not holding his breath waiting. Experience is a cruel teacher.

Resource give-away

The provincial government’s energy company controls billions of dollars worth of hydro-electric and oil resources  - much of it handed over as free gifts from taxpayers - but the company pays very little to the provincial treasury in return.

Nalcor hasn’t paid any dividends to its sole shareholder – the provincial government – since 2006. That’s something the current provincial government is proud of.

In 2008, some valued Nalcor’s 4.9% Hebron shares at $1.5 billion based on prices around US$80 a barrel.  Nalcor has control of those shares along with a 5% stake in White Rose and 10% in the Hibernia South extension. The provincial government paid cash for the equity stakes and handed them to Nalcor.

But when it comes to royalties, though, Nalcor won’t pay a penny for its stake in Hebron under the project financial agreements.*  According to Nalcor, the company is liable for royalties on its interest in Hibernia South and White Rose proportionate to its stakes. Those amounts don’t turn up in the company’s annual report.

Nalcor also controls the provincial stake in Churchill Falls and any Lower Churchill project.  The latter will cost at least $6.0 billion to build with considerable cash and loan guarantee backing from the provincial government.

And in return?

According to Nalcor, the company and its subsidiaries don’t pay  corporate income taxes. Twin Falls Power Corporation does pay corporate income tax, but Nalcor holds a one third stake in that small venture. The total value of Twin Falls electricity sales in 2010 was a mere $5.5 million with net earnings of $3.0 million.

Nalcor and its subsidiaries are liable for the provincial payroll tax and Churchill Falls (Labrador) Corporation does pay a small amount of gas tax.

The company has loan guarantees from the provincial government and is looking for more. But the current provincial government has been waiving any fees for those loan guarantees since 2008.  In 2010, that amounted to $9.1 million Nalcor didn’t have to pay taxpayers. In 2007 – the last year it paid a loan guarantee charge – the company paid taxpayers $13 million.

And that beats the only royalty any part of Nalcor pays for hydro-electricity.  Under the 1961 lease act,  Churchill Falls (Labrador) Corporation pays royalties and rentals.  That amounted to $5.0 million in 2008, $3.7 million in 2009 and $5.6 million in 2010, according to Nalcor’s annual reports.

The total Nalcor paid to the provincial government in 2010 for “accounts payable and accrued liabilities” – the accounting term for these payments – was $10.6 million.

*Correction - 05 August:  Under the Hebron fiscal agreement, the provincial government may exemption Nalcor from royalties but to date it has not done so.

Here’s the full text of relevant part of section 8:

8.4 OilCo. 

(A) Sections 8.2 and 8.3 [guaranteeing no preferential treatment of parties] shall not apply to OilCo as long as OilCo is a Crown corporation of the Province.

(B) The Parties acknowledge that the Province may:

(1) make amendments to the Petroleum and Natural Gas Act;

(2) make amendments to the Royalty Regulations; or

(3) make an agreement pursuant to section 33 of Petroleum and Natural Gas  Act;

to adjust, vary or suspend OilCo’s liability for the payment of royalties on oil produced from the Lands. 

(C) The amendments or agreement in subparagraph B above shall apply to the royalties payable by OilCo on oil produced from the Lands, notwithstanding any other provision of this Agreement, to the extent such amendments or agreement does not affect the royalties payable  by any of the other Proponents on oil produced from the Lands.

The continued taberization of political reporting in Canada

sadteeOnly Jane Taber – a well-known twit – could compare Nycole Turmel to Winston Churchill and, at the same time, try and float the ridiculous premise that a handful of people changing political parties in the past couple of decades federally counts as some sort of massive re-alignment of the political universe in Canada.

How friggin’ fatuous can one person be?

By the numbers – infectious syphilis rates

Inspired by a comparison of rates for infectious syphilis for Canada and for Alberta, your humble e-scribbler took a gawk at the tables from the Public Health Agency of Canada that the Globe staff used to make their tables.

Alberta’s rate per 100,000 of population in 2009 was 7.3 compared to 5.0 for Canada.

The Newfoundland and Labrador rate was 0.6 per 100,000 and that hardly looks like anything at all.

But take a look at the rates for males and you see something dramatically different.

From 1999 to 2007, the male rate was typically 0.0, as in nil, nada and zippo.  In 2003, it hit zero point three, in 2005 it was zero point eight and in 2007 the rate hit zero point four.

But…

In 2008, the rate for syphilis infection among males in Newfoundland and Labrador hit 2.4 per 100,000.  It was 1.2 per 100K in 2009.

The rates for males in Alberta was 7.8 and 9.8,  up from 8.7 and 9.8 the two preceding years.

That’s one phantasmagorical change – even if the absolute numbers are relatively small.  But if you stop and think about it for a second, you can see what might have been going on.  Alberta’s big jump was in 2003 when the rate hit 2.0 up from zero point six.

Migrant labour to and from Alberta likely caused the rate to jump in Newfoundland and Labrador.

And there’s no way of knowing for sure how many of those Alberta syph cases actually belong to people who list their residence for income tax purposes as being in Newfoundland and Labrador.

Syphilis can be a nasty disease.  In the days before penicillin, people died from it, most often because the disease progressed to a deadly stage before people realised what they’d contracted.

Odds are good, though, that people with a sore or two aren’t avoiding their doctors these days.  Syph is readily treatable. If people get it, they need a trip to the doctor and a few pills. Modern medicine coupled with drug insurance plans and Medicare mean that no one has to suffer along in quiet.

And if the doctors get the cases, then they are required by provincial laws to report the diseases to their provincial public health officers.

When bullshit fails…

try more bullshit.

Well, that’s apparently the latest tactic the Bloc NDP are trying to deploy in an effort to distract attention from the fact that Jack Layton’s handpicked successor was a card-carrying member of the separatist Bloc Quebecois until January when she left the party to run for the NDP.

I didn’t inhale, Turmel says, of separatism, contending she is and always has been a federalist.

No one outside the troubled Bloc NDP bought that line.

So now they tried another one:  Turmel will cut all ties to separatists.  As the Globe quotes:

“I am a federalist,” the rookie MP and Interim Leader of the Official Opposition said in an interview. “I want to reassure people about my allegiance to the NDP, my allegiance to Canadians, and reassure them that we are getting ready for the fall sitting of Parliament to work on their behalf.”

Turmel, who has been an NDP member since 1991; also claims that she joined the Bloc in 2006 because she liked their anti-scab agenda.  She didn’t support separatism, she says.

At this point you can see this story is not going to get any better.

At worst, Turmel is a liar.

But at best, you have to believe that the woman who ran the Public Service Alliance of Canada, has been active politically for more than a couple of decades and who now leads the Bloc NDP was so politically stupid – naive isn’t strong enough a word – that she felt she had to join the Bloc in 2006 because she liked one of their policies.

Beggars the old imagination, doesn’t it?

This is the latest variation in the story of Turmel and her membership in a separatist party. The fact that it is the latest variation in the story should be a clue that what you are getting from the Bloc NDP and its leader is bullshit.

A simple story requires only one variation:  the truth.  When politicians start adding all these sorts of rationalizations or childish claims, they just make their own problem worse.  if nothing else, this sort of stuff smacks of political arrogance:  Turmel and her handlers apparently feel they can bullshit Canadians and that voters will just accept whatever codswallop they spit out.

Time will tell if that’s true.

It hasn’t been a very successful political strategy for others.

And given that the Bloc NDP has more than a few sovereignists in its caucus  - apparently - and an agenda that sovereignists like, odds are it won’t work in this case either.

The fractures are there. 

Once Jack departs the leadership, as it seems he inevitably will, don’t expect the paper Nycole and her supporters have slapped on them to hold for very long.

Why drug store owners - and some politicians - will lose

Shills might like you to believe that their party is on the side of the angels by backing some drug store owners in the province, but  all they are doing is showing how little they know about the drug store business and consumers in Newfoundland and Labrador.

Drug store owners will lose in the battle over generic drug pricing.

Late last week, the provincial health department issued a news release that gave the simple reason.  Follow the money and you will find the trail leads you to consumers, including the major private sector drug plan providers. As the release put it:

The policy will result in lower priced generic prescription medication for out-of-pocket payers, those receiving private insurance and beneficiaries of the provincial drug programs, creating savings that will be reinvested into the health care system.

The reason is a simple one:  under provincial law, the price for generic drugs in this province is not just the price paid by the provincial government’s drug plan for senior citizens and those on income assistance.

Everyone will pay the cheap rate.

It’s been like that since the provincial government allowed the sale of generic prescription drugs in the province almost 40 years ago.

The government release is long-winded and hard to understand but the point is in there. Here’s a bit of extra backstory

Historically, the Ontario government set the best price simply because its drug program is the largest in the country.  A Quebec policy of accepting only the lowest cost anywhere ensured that every provincial government wound up paying the Ontario rate.

The provincial government release talks about generics costing 75% less than brand name drugs.  In some instances, the cost to consumers has been less than 60% of what the brand name drug costs.  Consider as well that many of the brand name manufacturers sell their original, brand name drug through generic drug companies.  What you are paying for at a discount price is actually the original pill.

But to get back to pricing, remember that what they are talking about, though, is the retail price to consumers, often called the formulary price. 

While that may have been fixed at 75% or 60% of the brand name price, competition in the market allowed drug companies to lower the actual cost to drug stores through a variety of discounts and other payments.  The end result for drug stores was a mark-up on generic drugs that rivals anything they sell in their front store.

Starting in 2010, and faced with skyrocketing health care costs, some provincial governments started eyeing the real wholesale cost drug stores were paying and not the notional prices set under the old policy. The savings for the people paying the bills could reach into the tens of millions annually.

Ontario started the wave.  But backlash there has been muted, largely because the pricing scheme only covered the provincial government’s clients.

In Newfoundland and Labrador, though, a change to formulary pricing will benefit anyone who pays for generic drugs.

And for that reason alone, the provincial government will likely stick to its guns in an election year.

They will win.

You don’t even have to consider that the drug store owners’ argument about lay-offs and loss of rural pharmacies is bullshite. 

And Lorraine and Yvonne and anyone else shilling for them will look like dorks in the process as they wade into the battle and attack the government. 

After all, how can you claim to be standing up for consumers when you are siding with what most people are likely to see as just another aspect of the profit-rich, international pharmaceutical industry?

BlocHead - Dipper Watch

Bloc NDP leader Nycole Turmel is supposed to be in St. John’s on Wednesday for the annual regatta.

Local Dippers will be out in force.  As local president Dale Kirby tweeted on Tuesday:

Will be at Royal St. John's Regatta tomorrow with Interim #NDP leader Nycole Turmel, @lorrainemichael, our MPs, & #NLNDPcandidates #nlpoli

Members of parliament will include Ryan Cleary.  Mainland readers of these e-scribbles and those following the Bloc NDP leader will find that an interesting photo op.

Maybe Cleary can offer his new leader some tips on how to answer questions about supporting separatism.

Or maybe the pair have more in common than either of them care to admit.

Anyway, they both have some explaining to do.

And if that doesn’t work, ask Turmel and local party leader Lorraine Michael to discuss the merits of a loan guarantee for Muskrat Falls.

Michael supports the plan to double the public debt and saddle local taxpayers with skyrocketing electricity prices.

Michael just doesn’t seem to want to answer any questions about why she thinks that’s a good idea, though

No thought, please. We’re Danny.

In the summer doldrums, odd things poke through to grab your attention.

Like this piece in the Calgary Herald about a speech Danny Williams gave back in June.  Williams said the federal government spends "too much (time) worrying about how one thing will affect another, how will Quebec react or how will this impact a certain block of votes.

Take that as a gigantic clue to Williams’ thinking.

Or, more precisely, his lack of thinking.

Danny Williams’ success usually comes from a blitz attack aimed at forcing a decision before his opponents had a chance to think.

Williams’ style fits with the media tendency these days to focus on the superficial, flashy and the trivial.  In the rush to ratings, the flash of a controversy is always much more important than the consequences.

If it bleeds, it leads and when Danny is on the case odds are good he or someone else will be bleeding.

Williams’ low-thought approach also fits with a world in which most people don’t think about politics very much. 

Five minutes?

That’s it.

And within five minutes, Williams could be chasing off after another will o’ the wisp.

But for as many successes as Williams may have produced, he also churned up some rather spectacular failures.

Like Hydro-Quebec.  He spent five years trying desperately, secretly trying to sell a chunk of the Lower Churchill to Hydro-Quebec.  At the same time, he was publicly kicking the crap out of them.  Even as Williams called a rare emergency session of the legislature to try and unshag something he and his legal beagles shagged up during talks on developing the Lower Churchill, he laced into the untrustworthy crowd in Quebec.

Collapse of Hebron talks in 2006?  A sudden outburst on Williams’ part as the provincial government and the companies sat a mere 5% apart.  It wound up costing the public royalties and local benefits to get a deal in the end.

But for all that, his…shall we say… mercurial style sure delivers great copy.
